Editorial 18: The necessary global reform of the "public class"
In the previous editorial pointed out that 7000 million need more citizenship and less intervention.
In recent months we have witnessed an unusual spectacle in recent decades. In many countries is occurring rapidly progressive distancing of the citizens about their political leaders and staff in particular member of various entities such as administration, trade unions and others with varying degrees of public character.
No need to be a sociologist or psychologist or even required to be licensed in any of the disciplines related to the behavior of individuals and societies to discern which is the main cause of that alienation.
The tax increase is not offset by improved services, increased government spending that only reflected in the increase of public debt to unsustainable levels, rising unemployment caused by the closure of many small and medium enterprises as a result of bureaucratic and financial difficulties finding their owners, not their economic greed are just some of the symptoms of a deeper disease that affects more or less gravity countries: the installation of a sector of the population in a status privileges of different types in relation to other citizens of their country.
The citizen is tired of being impoverished as a part of the population covered by the official, traveling in business class on airlines or aircraft used for private officials, the citizen is tired of seeing jeopardize his job as a part of the population enjoys several paid positions, plus allowances and perks, the citizen is tired of seeing their taxes are spent on unnecessary studies grant or as the same citizen has to reduce their standard of living.

This situation is same regardless the labour area and manpower. Therefore in addition to the general situation of the countries can draw parallels with the situation in agriculture and livestock. If anyone can have doubts about this parallelism, here we reproduce two of the 2011 text on the livestock sector in some Latin American countries:
1. LMM Cattle Association, is dead for years for farmers in the municipality of xxx, as this has only served the interests of a few crickets … and here are the results and no one interested in going to elections and assemblies.
2. There is no point going to waste time voting, however nothing that livestock benefits us there, the only winners are the rats that administered without ask xxxx xxxx or without gun bandits then we will not vote for any political Nowhere is required deep reform of the public to prevent the unrest and alienation into something more serious and leads to a situation with unpredictable consequences. It does not take general political scientist and agricultural and livestock to list a series of measures that could help remedy the situation:
• Delivery to the citizenship of the real control of the state through legislation by which all public officials are elected on a regular basis and directly by the public, on a territorial basis, so no one considered the owner of the public office or it should anything other than the voter confidence rather than the political party. It would be politically healthy every public office was once a week in an office for citizen of the territory to answer any question posed by its electors.
• Balance between the size of government budgets, facilities and personnel in relation to population size so that citizens do not have to endure an unbearable weight. This proportionality should add all levels of government both local, regional, state, federal and supranational to prevent transfers of facilities, personnel and administration budgets of each other in order to manipulate the statistics. It is essential to ban debt so that at least not spend more than you entered. You can give all the services if the resources are managed properly. No citizen denies the validity of taxes to generate public services with the philosophy of proportionality and austerity.
• Compliance by the state as number one citizen of laws that imposed on other citizens. Two examples for easy understanding. One in tax collection and refund of taxes so that the schedules were applied equally to citizens and the state. They avoid situations of imbalance and both citizens and states should play in the same calendar date. We all know that a citizen is late now must pay surcharges of up to 20%, while states without a calendar tax return equal and if a citizen demands its return, in date, is in many cases with state repression in the form inspection of policymakers, not by evidence of tax fraud, but to justify the delay of the return. Two matching, the length of time and requirements for the post and involvement in the target (not free) between public and private and matching compensation to training, talent, efficiency in processing and execution , between public and private. We could expand these points to labor contracts, social protection, work procedures required of companies but the states are not required to itself.
• Establishment of a code of financial transparency and ethics through laws about public procurement and concessions, as well as laws governing the management of public credit, treasury, internal controls, and budget allocations and removing the settlement policy management positions in the public that are nothing more than assignment to members of certain lobbies in payment for the electoral support but rarely are related to the ability of those assigned to manage the issue.
It is also necessary to achieve balance between cost management and value of managed to avoid the loss of public resources in form of corruption.
• Return of independence among the branches of government, restoration of binding and independent audits and criminal code enforcement as the only source, who commit crimes in the matter published. With these five steps there is a chance to redirect the current global situation of interventionism stifles freedom, individual and corporate, and causes that resources are diverted to unproductive costs rather than used for the production of goods and services needed by the 7000 million and future generations. Only by reforming the res publica (public matters as it was called in ancient Rome) for each country will have an opportunity globally and the public, which employs many honest people, stop being a haven for activists, corrupt, mixers and unproductive and radicals to become an exercise space toilet citizenship.
