An old proverb said: “When the teacher and student are blind both fall into the pit”. If we analyze the economic situation of many countries, especially in southern Europe, we could update the appointment saying: “When the teacher and student are blind and try to describe their environment and choose a path to reach a target, although they are see they heard of it, both fall into the pit “

Unfortunately this proverb along with ideas of Heraclitus, Thucydides and Nietzsche have been confirmed in the last statement of the President of Italy Giorgio Napolitano: “The Italian political class gives precedence to the    ” conflicts, delays and hesitations ” over “the decisions to be taken “and for that reason, he demanded to put an end to the “tactics” and the instrumentalization of politics because, in his point of view, “the confrontation between political forces” has “condemned” to Italy “to sterility.”

Meanwhile in Spain, courts and tribunals, currently handled a total of 2,173 procedures especially complex, of which 1,661 are penal types affecting political and economic corruption: prevarication, bribery, misappropriation of public funds, influence peddling, fraud or embezzlement , among others.

If we are benevolent we would say that many countries are in the hands of blind economic, labor blind and social blind, when they describe situations or they intend to fix objectives they make mistakes:

They call mobility exercise outside the emigration of young students to the unemployed youth of 57.2% of the population under 25 years.

(2) They explain that prevention is key to avoiding killing of children by their parents in trouble by the crisis and to fix it, instead of correcting the cause of the crisis, the government has announced an ambitious plan to prevent family violence.

(3) When they want to do a labor reform, they ask to two union representatives whose working life is less than a year between them, to a lawyer with no work experience and an entrepreneur who has been accused of misappropriation, money laundering and concealment of assets . Consequently four blind teachers, being benevolent, leading to a land of blind (they don’t see that are deceived) both fall into the pit of economic crisis with an unemployment rate of 27.16% and an youth unemployment rate of 57.2%.

So the situation gets worse to the point where that it no longer serve the personages specialists in financial architecture that makeup the economic states and unemployment rates, neither do the personages specialists in  linguistic architecture who handle things name like calling external mobility the emigration of the young unemployed, banks to the savings banks plundered by political parties or land reform to the mass closure of farms and livestock, nor the personages specialists in emotional psychology that they create smoke curtains and false expectations for the population suits resigned to impoverishment and looting.

We agree with President Napolitano in that are needed decisions, not preventive and interventionist laws and propose some:

(1) Balancing the Public Administration size to the population.

(2) Balancing the Public Administration expenditure to the value of GDP although the current Public Administration refuses to lose positions and budgets in the name of the so called state competitions, regional, provincial or municipal.

(3) Change the system of economic decision-making of the Public Administration:

3.1 Do not spend more than what is entered and include all expenditure on budgets.

3.2 Not to intervene in the labor market, not to organize cultural activities and provide subsidies of any kind.

3.3 Submit to a vote of citizens by referendum semiannual, the main public initiatives before including in budgets and show tracking decisions through transparent systems (with internet is easy).

(4) Instruct to the Academies of each sector, auditors and specialized judges the reform of the Administration and of the laws that prevent the creation of economic activity particularly through deregulation of basic productive sectors related to agriculture, livestock, fisheries and mining.

(5) To instruct some group of jurists the electoral law  reform that give limelight to the citizen participation in the choice of political positions related to the legislative, judicial, executive and security forces.

(6) To instruct to an economic research group the recovery of public money squandered or stolen even if disguised in the form of bank deposits, property, investments or any form of ownership and accountability

economic and criminal.

Probably these measures are insufficient and many deficiencies so should be considered only as a contribution to improving the situation of the general population.
