Editorial 13: Intergovernmental Organizations and Others
If we think about the hunger and the diseases in our planet, we will realise that the situation is getting worse instead of improving.
Thus, in 1970 in an African country, a huge hunger caused around 300.000 dead people in the provinces of Welo and Tigray, in1980 in the same country, the hunger caused 1.000.000 dead people and in 1985 were 7,7 million people who suffered the shortage of food, and 2,5 million out of them were in risk of hunger.
In 2011, in Central America, the 50% of children under 5 years old suffer chronicle malnutrition, while in 33 countries, from different geographical places, they are having political problems and social disorders due to the alimentary crisis.
If we analyse the situation of zoonosis and other diseases, wrongly called emerging ones, we will see that the situation is not better.
After the first conclusions, immediately appear, among others, the following questions;
How come that with such a powerful and high quality avian industry that we have, there is still much hunger in many countries?
How come that with the methods of diagnostic and elaboration for vaccines and drugs that we have, many diseases are still extending?
The reason of this problem is not the absence of technologies but the inefficacy of the system to solve problems and especially inefficacy of the preventive system.
If we analyse the systems of prevention and resolution of problems that affect some areas of the administration in many countries, we will realise that they act with the maximum efficacy, occasionally even against the citizen.
On the other hand, when a problem has not been resolved in a reasonable time, the problem grows, or when the problem has not been foreseen, again and again, we can conclude that if a problem has not been resolved nor foreseen is because the corresponding administrations are not committed to do it.
Governments, public administrations, intergovernmental organizations and their specialized organizations could analyse their commitment and capacity to solve problems which may affect most of mankind and those problems in which we can be involuntary victims.
They could analyse, for example, the influence of negative factors such as the corruption, the difference between the commitment to solve problems and the use of problems to get advertising benefits, some confusion between elaborating rules and the real solution of the problems, the approval of advertising budgets without real funds, the use of funds for several purposes different to the original purpose, the use of structures like the supranational destiny of government employee for several reasons comparing to effective structures and other considerations.
